It is with real concern that I this moment rec'd an acc't from Mr. Kinchin that no Court of Oyer & Terminer was held at the time appointed at Hillsborough. I have also received a petition from sundry persons, prisoners in the gaol of your district complaining of the length of time they have been imprisoned & now likely to continue by means of the Court's falling through, & requesting, such of them whose supposed crimes are bailable may be admitted to bail accordingly. I therefore take the liberty of recommending their case to your consideration, & from the feelings of humanity am induced to request that you will be pleased to enquire into the nature of the testimony against each of them, & bail such as are likely to be convicted of capital crimes, as in all other cases I presume bail may be taken in sums proportioned to the nature of the charge.
