Sir:—
Mr. Samuel Jones of Hertford County, who entered in the second North Carolina Continental Battalion as a Cadet 24th of May last, who is at this place in order to march to the Northward, he is a genteel Gentleman like man. Since I was at Newbern last Captn. Gardner of the 2d Batl. has resign'd, and Lieut. Standing says he will never join the Battalion again. I should be very glad if your Excellency would grant the said Mr. Jones a Commission as an Ensign in the second Battl., and send it by the bearer, as I understand there is to be some officers left in the State on the recruiting service, and he will answer for that purpose better than some that I have here who will not exert themselves.
