Sir:
We have just recd. your favour of the 20th ulto. from Hillsboro. We are sorry to inform you that the 3,000 stand of arms, &c., ordered to the Southward have not arrived according to their destination, the vessel having been chased ashore in Virginia by one of the Enemy's privateers; but we hope this will only occasion some delay, & that they will finally reach you in good order, as a careful conductor went with them. We shall use every means in our power to furnish the necessary supplies to your army; but the want of money embarrasses us at every step. Your letters and papers sent to Congress have not yet come down to the board.
