Williamsborough, July 22d, 1781.

Yours of yesterday is just come to hand. My first letter announcing your appointment declared my request that you meet me here on the 17th of this month, on which day I arrived. I am concerned much for your indisposition, but hope it will permit you to

come thus far tomorrow in order to make a board, three gentlemen being now present. I shall make your attendance as easy to you as possible, but I cannot entirely dispense with it, until the council shall be so full as to enable me to proceed with business. There is the greatest necessity for dispatch and decision, and I hope you may attend this meeting without injury to your health or family. I thank you for your invitation, which I shall do myself the pleasure of complying with as soon as business will admit.

I am, &c.,
Honorable John Penn, Esq.
