Gentlemen:
Several papers containing complaints and requests to the granting or redressing of which the General Assembly only is fully competent, will be laid before you.
Also some papers respecting the Agency of the Marquis de Bretigny, which came to hand yesterday.
Perhaps the General Assembly may think with me that it is high time to enquire into the utility of the agency and to resolve speedily, either to close or continue it as may appear from the result of such inquiry.
