Dr. General:

I received your orders to repair to this place the 1st of this month only. I have sent an express to General Butler to call on the Colonel of the several Counties to make up their proper Quotas, &c. You tell me I am to offer a pardon to all Deserters, Drafts or Delinquents that will Surrender themselves to me by the 1st of February and faithfully serve their proper time had they not flue from it. My Brother, Lt. Col. Dixon, says he thinks the Militia Delinquents that surrender themselves are to serve only three months. Should be glad to know, as soon as possible, whether I am to receive them for that time or not or whether they are to serve 12 months agreeable to Law.
