Hillsborough, May 5th, 1782.

Sir:

It hath been suggested to me that there have been great impositions and abuses by reason of the Civil Magistrates in the district of Wilmington, having received Flags from the enemy—as that business entirely belongs to the Military department of the State—I request Sir, that you will make it known to all whom it may concern, that all Flags arriving in said District, be not received but by yourself or the Commanding officer of the County wherein the same may arrive, which officer shall immediately make report thereof to you—And in case the subject matter of said Flag concerns the State at large, that it be immediately forwarded to me, also I require that Vessels be stopped at the flats, and not permitted to lay before the Town as usual, without very special reasons assigned to you for the contrary.
