I do myself the honor to lay before you the principal official Letters received since the last meeting of the Legislature; to-wit: from the President of Congress, Minister of Foreign Affairs, Secretary
of War, Financier, Delegates & General Greene, together with Copies of the same Registered in a Book, vol. 1st; also Copies of the answers to said Letters in Book, vol. 2nd. You also have the Journal of the Council of State.I am, &c.,
