By His Excellency Alexander Martin, Esquire, Governor, Captain General and Commander in Chief over the State aforesaid.
Whereas the following Proclamation hath been transmitted to me from the Minister for Foreign Affairs, to-wit:
In conformity thereto, I have thought proper to issue this, my Proclamation, notifying and announcing the same to all good Citizens of this State, hereby requiring and Commanding all the officers, civil and military and maritime, and all other subjects thereof, to pay strict obedience to the said Proclamation, on the penalty of incurring the highest displeasure of the State and answering the contrary at their Peril.
Given under my hand, and the Great Seal of the said State, at Hillsborough, the Twenty Ninth day of April, in the year of our Lord, one Thousand seven hundred and eighty three, and seventh of the independence of the said State.
