Kinston, 4th Augt., 1785.

Dear Sir:

Your favor of the 8th June I received only a few days past. It gives me pain to know that Mr. Simmons is Distressed on account

of the deficiences of this State or any Individual Inhabitants of it. But the Mode he recommends I do not think the Council and myself at Liberty to adopt. But I will submit your Letter to the consideration of the General Assembly on their meeting in November next.
