New York, 14th October, 1785.

Sir:

In obedience to the orders of Congress, I have the honor of transmitting to your Excellency herewith enclosed, copies of a letter from Chev. Jones to me, and of one from Mr. Soulanges to the Judges and Consuls at Nantes, advising that Algiers had declared war against the United States.

The haste in which I am obliged to write in order to be ready for the Post, prevents my making any remarks on this event.
