Sir:

In conformity to the Act of the 17th of August last, I have the honor to transmit to your Excellency herewith enclosed, a list of the States represented, and of the members who appeared in Congress from the meeting thereof on the first Monday in November, to the end of the month. The Journalsfor that time do not fill half a sheet, which is the reason why they are not printed and transmitted herewith.
