North Carolina, June 21st, 1786.


I had the honor to receive your letter of the 30th March last, with a Copy of a Resolution of the Legislature of the Commonwealth of Massachusetts, according to the proposal of Virginia, for holding at Annapolis in Maryland a convention of Delegates from the several States in the Union, for the purpose of considering the Trade of the United States.

As the time appointed for the meeting of the General Assembly of this State is subsequent to the first Monday in September. The Council have advised me to appoint Commissioners to join those that are or may be appointed by the other States, at the time and place proposed by the Commissioners of Virginia or any other time or place that may be agreed on, for the purposes above mentioned, and recommend the Hon. Abner Nash, Alfred Moore, Hugh Williamson, John Gray Blount, and Philemon Hawkins, Esqr., or any two of them. The appointment will accordingly be made of such of these Gentlemen, who shall agree to attend.
