Sir:

His Britannic Majesty having honored me with the appointment of His Consul in the States of North Carolina, South Carolina & Georgia, & Congress having recognized my Commission under date of the 20th of October last, I take the liberty to request your Excellency that I may be announced in the State over which you preside, as soon as may suit your convenience, not doubting that Certified Copies of the Resolves of Congress have by this time reached your hands. Lest however I should be mistaken in this Conjecture, I enclose a Copy of the Gazette of this State wherein they are made publick; not that I expect your Excellency will proceed upon that, but merely for your satisfaction that I do not make an improper request.

I hope the period is not very far distant when I shall have an opportunity of paying my respects in person to your Excellency; meantime I have only to add that if in the execution of the Duties of my Office, Confidence, harmony and Friendship, can in any degree be cultivated & promoted between Great Britain and the United States, the greatest wish of my heart will be gratified.
