ATTORNEY-GENERAL’S OPINION RELATIVE TO PARDONS.

Halifax County, Aug. 30th, 1781.

His Excellency Thomas Burke, Esquire, Governor, &c.

Sir:

Your Excellency having been pleased to desire my opinion whether a pardon can legally be granted by any offence before a prosecution began, I do myself the Honor to submit to your Excellency that it is clearly my opinoin that it may. I am, with great respect, Sir,
