Yours of the 4th instant handed me, enclosing a Letter from Mr. Sproat, Commissary of Naval Prisoners at New York, to Mr. Smith. I shall pay proper respects to the contents, and give Colonel Leech, Commissary of Prisoners at New Berne, instructions accordingly; and desire that should there be any British Seamen prisoners at Edenton, you will request for me the Colonel or Commanding Officer of Chowan or of any other County in Edenton District to forward them to Colonel Leech, to be sent to New York and exchanged as is requested.
I am much pleased with your intention of going so early to Congress where a representation from this State is greatly wanted as by late accounts received from Governor Rutledge. I hope you will be amply enabled for this purpose.
I shall expect the pleasure of your correspondence every opportunity from Philadelphia, and shall gladly make you returns.
