Planning to minimize the negative effects of the I-26 corridor

Rapp describes the response of Mars Hill residents to the construction of the I-26 corridor. A survey of the residents indicated that they wanted to preserve the town's sense of community and its small scale, to lure businesses to the downtown, to beautify the town, and to control development. After two years, the town drafted a strategic plan to accomplish these goals.
