Note.—In 1667 the people at Cape Fear being under distressing circumstances a general contribution by order of court was made through the colony for their relief. Although this was a colony subject to the proprietary government of Lord Clarendon and others, yet the foundation was laid about the time of the Restoration by adventurers from New England who supposed they had a right to the soil as first occupants and purchasers from the natives, and, issuing from Massachusetts, to the same civil privileges; but they were disappointed as to both.
